Adopt Resolution authorizing the Chief Executive Officer/Director of Emergency Services, and/or Designee to submit a Notice of Interest to CalOES for the HMPG and on behalf of the County of Mendocino and to execute any and all actions necessary for the administration of the Hazard Mitigation Grant Program; and authorize Chair to sign same.

Summary of Request:
The debris and ash left from the 2017 Redwood Complex Fire has the potential to result in widespread public exposure to hazardous materials if not mitigated appropriately in a timely manner. With a local mitigation plan, the county is eligible to apply for FEMA/CalOES HMGP funding, which could be used to implement hazard mitigation measures to reduce or eliminate long term risks to people and property. Projects are funded based on the county’s mitigation goals, project scope, and development. This non-competitive funding is available for up to $5 million federal share of cost for projects that are ready to implement within 90 days from award. The Mendocino County Resource Conservation District (MCRCD) is willing to support immediate interventions to mitigate hazards to the waterways from risks identified on private properties. They are working with the County and other stakeholders to put together in-kind and other resources for the required 25% match.
