Previous Board/Board Committee Actions:
On October 10, 2017, the Board of Supervisors adopted Resolution 17-147, declaring an emergency related to the Redwood Complex Fire. On October 31, 2017, and on November 14, 2017, the Board of Supervisors adopted Resolution Nos. 17-153 and 17-164, declaring continuations of the Local Emergency.
Summary of Request:
On November 15, 2017, Cal OES Director Mark Ghilarducci transmitted a letter to all declared cities and counties associated with the recent October 2017 Northern California wildfire events addressing the removal process of all hazardous fire debris on affected properties. This letter addresses the November 13, 2017, deadline associated with the acceptance of Right of Entry forms for those property owners who elected to participate in the Consolidated Debris Removal Program, as well as the November 21, 2017, deadline for local jurisdictions to provide an initial list of properties to be included in the program.
This letter further addresses specific issues regarding the abatement procedures for those property owners who have not elected to participate in the program and have not submitted an opt-out plan. The letter emphasizes the importance of local jurisdictions moving swiftly to abate these properties to ensure that the dangerous debris is removed to eliminate the risk to public health and safety and the environment. To that end, CalOES has implemented a deadline of December 1, 2017, by which local jurisdictions must submit the list of properties that include an order to abate and those properties are not included will not be included in the CalOES debris removal program.
At the time that this agenda summary was written, County staff are working on transmitting notice of abatement letters to the property owners.
