Previous Board/Board Committee Actions:
By Resolution 09-240 (October 27, 2009), the Board of Supervisors (BOS) approved this project to construct a ± 120 foot long by 8 foot wide pedestrian bridge over Ten Mile Creek along Branscomb Road. By Resolution No. 16-142 (December 6, 2016), BOS gave the Director of Transportation authority to advertise for bids and award DOT Contract No. 160078 for construction costs up to $516,000.
Summary of Request:
DOT has prepared construction plans, specifications, estimates, and contract documents for DOT Contract No. 160078, for the Laytonville Pedestrian Bridge over Ten Mile Creek. This project is for construction of a new bridge and approaches alongside the existing vehicle bridge.
This project was advertised for bids on December 8, 2016. Bids were opened on January 19, 2017 to which three sealed bids were received. All bids came in substantially higher than the previously authorized estimate of $516,000, with the lowest responsive, responsible bidder being Bridgeway Civil Constructors, Inc., with a bid of $723,347.
The project currently has funding obligations for Federal Transportation Enhancement Activities (TEA) funds administered through the State Transportation Improvement Program (STIP) and Mendocino Council of Governments (MCOG) funds, with the remaining funds to come from the County Road Fund (including Road Maintenance and Rehabilitation Account (RMRA)/SB-1 funds). DOT has applied for $137,000 in additional funding through MCOG’s Local Transportation Fund (LTF) 2% Bicycle and Pedestrian Program to offset a portion of the funding from the County Road Fund. DOT requests and recommends the Board authorize the Director of Transportation to advertise for bids and award DOT Contract No. 160078 to the lowest responsive, responsible bidder.
Alternative Action/Motion:
Postpone award of the contract and delay commencement of construction, with potential loss of Federal TEA funding obligation.
