Summary of Request:
During the four-year period of DOT Agreement No. 170057, projects with archaeological factors are expected to arise. Mendocino County DOT does not have staff with specialized abilities to address these complicated archaeological problems and requires the services of archaeological firms to provide specialized archaeological support services. As required by federal funding sources, MCDoT conducted a Qualifications-Based Selection for professional services (Brooks Act). This process also meets state requirements under Sections 4525 through 4529.5 of the Government Code (popularly known as the Mini-Brooks Act). MCDoT staff reviewed and ranked eight proposals and selected Pacific Legacy, Inc., as the most qualified. DOT Agreement No. 170057 with Pacific Legacy, Inc., will provide on-call archaeological investigation services until December 31, 2021, for a “not to exceed” price of $180,000. Under DOT Agreement No. 170057, MCDoT will authorize work on a case-by-case basis by work order for the specialized archaeological support services needed for the project. MCDoT also believes it is prudent for the Board of Supervisors to authorize the Director of Transportation to execute amendments to DOT Agreement No. 170057 not to exceed $30,000, for timely completion of unanticipated work as may be required.
