Adopt Resolution approving Department of Transportation (DOT) Agreement Number (No.) 170083, Professional Services Agreement with SHN Consulting Engineers & Geologists, Inc. (SHN), in the amount of $141,100, for consulting services to assist in Industrial General Permit (IGP) compliance for Mendocino County landfills, and authorizing the Director of Transportation to sign any and all amendments to the agreement not to exceed $14,000 (Laytonville, Caspar, and Gualala Areas); and authorize Chair to sign same.

By Resolution No. 14-153 (December 2, 2014) the Board of Supervisors (BOS) approved DOT Agreement No. 140071/BOS Agreement No. 14-108 with SHN for updated post-closure maintenance plans and non-water release corrective action plans for Caspar Landfill. By Resolution No. 15-064 (April 21, 2015) the BOS approved Amendment No. 1 to DOT Agreement No. 140071/BOS Agreement No. 14-108, to amend the scope of work to assist the County in conforming with the new storm water IGP for Caspar Landfill. By Resolution No. 15-184 (December 15, 2015) the BOS approved Amendment No. 2 to DOT Agreement No. 140071/BOS Agreement No. 14-108, to amend the scope of work to maintain compliance with the IGP for Caspar Landfill.
Summary of Request:
DOT Agreement No. 170083 provides for professional civil engineering, geotechnical and environmental services to assist in IGP compliance at Mendocino County’s three landfills through June 30, 2022. The Statewide IGP, Order 2014-0057-DWQ, implements the federally required storm water regulations in California for storm water associated with industrial activities discharging to waters of the United States and consulting services are needed to assist County staff and ensure compliance with the requirements. A Request for Proposals was issued on October 23, 2017, to which three technical proposals were received from firms capable of providing the necessary services. DOT has determined SHN is the firm best qualified to provide the work under DOT Agreement No. 170083. After discussions and negotiations, SHN has agreed to perform the services under DOT Agreement No. 170083 for a not to exceed amount of $141,100. DOT requests and recommends the BOS approve and award DOT Agreement No. 170083 to SHN to perform consulting services to assist in IGP compliance. DOT also believes it is prudent to authorize the Director of Transportation to approve amendments to DOT Agreement No. 170083 up to $14,000 to address unanticipated work due to adjustments to the requirements of the IGP.
