Summary of Request

On October 9, 2017, the Redwood Complex Fire started and resulted in significant structural damage of several portions of the County. On October 13, 2017, the local health officer declared a local health emergency under Health and Safety Code Section 101080 due to hazardous materials contained in the debris from structures destroyed by the fire. The Board of Supervisors ratified the declaration on October 17, 2017.  On October 31, 2017, November 14, 2017, November 21, 2017, and December 5, 2017, the Board adopted Resolution Nos. 17-154, 17-167, 17-173, and 17-179 respectively, reaffirming the existence of the local health emergency.

As of 12/11/2017, the preliminary hazardous waste sweeps have been completed for 288 of 337 properties. 320 properties have arranged for cleanup through the public Consolidated Debris Removal Program, and debris has been removed from 107 parcels, which are still awaiting final soil testing results.

It is requested that the Board find that the local health emergency continues to exist, and therefore reaffirms the proclamation of local health emergency.
