Summary of Request

On December 8, 2015, the Mendocino County Board of Supervisors approved a Memorandum of Understanding (MOU) from the CA Department of Social Services (CDSS) that allowed the redirection of County funds toward implementation and ongoing support for a Residentially Based Services (RBS) program for difficult-to-place youth who need intensive treatment services. The County established that program in an effort to maintain youth in Mendocino County, bring youth back to the County, and to provide them with the least restrictive living environment. Redwood Community Services currently contracts with the Health and Human Services Agency, Family and Children’s Services to operate Mendocino County’s RBS program.

 

CDSS is requesting an amendment to the MOU approved by the Board in December 2015 in order to extend the term of the MOU one additional month through December 31, 2018, at which time the facilities currently operating as RBS group homes must transition to Short Term Residential Therapeutic Programs (STRTPs) by operation of law under AB 403, California’s Continuum of Care Reform. In addition, the amendment conforms the language of Mendocino County’s RBS MOU to be consistent with the MOUs between CDSS and the other three counties that operate RBS programs. The cost to the County for extending this MOU one additional month is $167,570.
