Adopt Resolution designating the Chief Executive Officer/Director of Emergency Services, Recovery Director, and Recovery Finance Director as authorized agents to engage with the Federal Emergency Management Agency (FEMA) and Governor’s Office of Emergency Services (Cal OES) regarding all matters pertaining to federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Act and authorize the Chair to sign same; and further, authorize the Clerk to the Board or designee to sign the California Governor’s Office of Emergency Services Cal OES 130 Designation of Applicant’s Agent Resolution for Non-State Agencies Form.

Summary of Request

On October 9, 2017 the Governor declared a state of emergency for eight counties due to wildfires and on October 10, 2017 the President declared a major disaster (FEMA-4344-DR) making federal disaster aid available to the same eight counties, including Mendocino County for the 2017 California Wildfires.

 

A Cal OES 130 Designation of Applicant’s Agent Resolution for Non-State Agencies Form is required in order for the County to be eligible to receive State and/or Federal funding.  The attached resolution is a specific resolution and effective only for disaster number FEMA4344-DR.  By adopting the resolution, the County designates the individuals who hold the specific titles of Chief Executive Officer/Director of Emergency Services, Recovery Director, and Recovery Finance Director to be the County’s representatives to FEMA and Cal OES.
