SUMMARY OF REQUEST:
The agreement with Trinity Services Group, Inc. provides commissary for the inmates at the County Jail and the banking aspect of the funds collected from inmates for the commissary services. Inmates who have funds on their books are allowed to purchase goods and supplies through Trinity Services Group, Inc. The agreement does not have any fiscal impact on the County General Fund as all payments on this agreement are paid from the inmate funds at the time of their purchase. Since this agreement has always been a pass through agreement, it was previously allowed to function as a department level contract. It had no net impact on the Sheriff Office Jail's General Fund. With the County's agreement requirements within Policy No. 1, and the amount of funds that pass through under this agreement, it now falls under the Board of Supervisors approval authority.
