Previous Board/Board Committee Actions:
On August 1, 2017, the Board unanimously adopted a Resolution presenting to the voters of Mendocino County a Measure adopting the Ordinance adding Chapter 5.180 entitled the "Mental Health Treatment Act" to the Mendocino County Code adopting a County transactions (sales) and use tax for the specific purpose of funding improved programs, services and treatment for persons with mental health conditions, and ordering consolidation of said election with the consolidated general election called for November 7, 2017. On December 5, 2017, the Board of Supervisors approved the application and appointment process for the Mental Health Treatment Act Citizen's Oversight Committee ("Measure B Oversight Committee"). Further, the Board of Supervisors approves and/or denies recommended appointments/reappointments regularly.
Summary of Request:
On December 5, 2017, the Board of Supervisors approved the application and appointment process for the Mental Health Treatment Act Citizen’s Oversight Committee. The Committee consists of “a citizen selected by each member of the Mendocino County Board of Supervisors, a Member of the Behavioral Health Advisory Board, the County Mental Health Director or his/her representative, the County Auditor or his/her representative, the Mendocino County Chief Executive Officer or his/her representative; the Sheriff or his/her representative; and a representative of the National Alliance on Mental Illness.” Further, Measure B encouraged the Board of Supervisors “to include professional experts such as psychiatric and health practitioners, first responders and other mental health professionals.” The Measure B Oversight Committee will act as an advisory board that will provide recommendations to the Board of Supervisors; review the required annual audit; and review the required performance management strategy to measure the effectiveness of the improved programs, services and treatment.
County Mental Health Director Ms. Jenine Miller; County Auditor-Controller Mr. Lloyd Weer; Chief Executive Officer Ms. Carmel J. Angelo; and Sheriff Thomas D. Allman have all confirmed that they will personally serve on the committee, rather than an individual designated by them. These categorical appointments are mandated by the terms of the Mental Health Treatment Act and no further action is required to confirm these appointments.
In accordance with standard noticing requirements pursuant to Government Code Section 54974, the following applications for the 5 vacant seats to be filled by nomination from individual members of the Board of Supervisors were received, with verification of registered voter status within the County of Mendocino for each district performed and determination that the applicant(s) fit the criteria for the requested position(s), as follows:

7. Mr. Jed Diamond, Registered Voter, Third District;
8. Mr. Kevin Michel, Registered Voter, Fourth District;
9. Mr. Mark Mertle, Registered Voter (at separate Fort Bragg address than provided on application), Fourth District;
10. Mr. Ross Liberty, Registered Voter, Fifth District; and
11. Mr. Aaron Martin, Registered Voter, Fifth District.
The application and appointment process approved by the Board of Supervisors on December 5, 2017 for the seats designated for a member of the Behavioral Health Advisory Board (BHAB) and a representative of the National Alliance on Mental Illness (NAMI), provided for nominations from the BHAB and NAMI. These positions have been noticed in accordance with standard noticing requirements pursuant to Government Code Section 54974.
