Discuss and approval of draft letter addressing policy and fiscal implications of the fire disaster in our region, providing direction to staff as necessary and authorizing the Chief Executive Officer to finalize said letter for the Chair’s signature and subsequent transmission to the State of California, Governor’s Office of Emergency Services.

Previous Board/Board Committee Actions:
The Board of Supervisors adopted Resolution No. 17-146 declaring the existence of a Local Emergency related to the Redwood Complex Fire on October 10, 2017; and has received updates on the issues regarding fire recovery efforts at every subsequent Board of Supervisors meeting.
Summary of Request:
On Friday, December 1, 2017, the Governor's Office of Emergency Services held a meeting in Sacramento for the four counties affected by the October regional fire events to discuss the fire response and recovery efforts. As a result of this meeting, the four county administrators (Mendocino, Lake, Napa, and Sonoma Counties) decided to draft a joint letter for their collective Board's signature to transmit to the state.
This letter will address the policy and fiscal implications of the fire disaster in our region, including the tremendous loss on a scale that continues to be nearly incomprehensible. The letter will address common issues facing each jurisdiction, including the depths of the regional housing crisis, the tremendous strain on counties and cities that must deliver critical, durable, ongoing and unfaltering public assistance to thousands of victims, impacts to watersheds adjacent to municipal water supplies serving the Counties and Cities, and the continued threat to agricultural lands and watersheds as a result of the damage sustained. The letter will further note that recovery is ongoing and efforts will be long-term while the ability of local government to deliver core serves has been severely impacted. Further, the draft letter will recognize the State’s prudence and caution with recent State expenditures, however, will ask that the adopted 2018-19 State Budget include fiscal assistance for our counties and constituent cities - as well as other recently fire-ravaged local governments.
The draft of the letter, along with specific requests will be presented prior to January 9, 2017, for Board consideration. The letter will also reference specific public policy changes that each County strongly believes merit consideration by the Governor’s Office and the Legislature in 2018.
