Summary of Request:
The Carl Moyer Program is administered by the California Air Resources Board. The program creates incentives in the form of grants for public agencies and private companies that operate heavy-duty diesel engines in California. Diesel engines contribute about 40% of all oxides of nitrogen emissions (NOx) from mobile sources. NOx is one of the main contributors to ground-level ozone. A secondary focus of the program is reducing the PM-10 and toxic compounds also contained in diesel exhaust.
Carl Moyer Program funds are used to cover an incremental portion of the cost of purchasing new, replacing existing, or retrofitting existing diesel engines with cleaner on-road and off-road engines. Carl Moyer Program funding originates from the “smog-check waiver fee” and the tire impact fee assessed by the State. State guidelines allow ARB to distribute Carl Moyer Program funds to individual districts for projects within their jurisdiction.
Since 2000, the District has expended $3,474, 441 in grants to public agencies and private companies and currently has projects under contract for an additional $480,274. The District is requesting that the Board authorize the District to participate in the State “Year 20” Carl Moyer Program for fiscal year 2017/2018 for a total allocation of $200,000 and authorize the Air Pollution Control Officer to sign and submit the Application to the Air Resources Board. The Air Resources Board requires a resolution from the District Board authorizing the District’s participation in the Carl Moyer Program, authorization to accept Program funds, and agree to follow the requirements of the Program. The resolution can be in the form of a Minute Order.
Alternative Action/Motion:
Not approve the District’s participation in the Carl Moyer Program and direct District staff to locate alternative sources for funding or alternative programs.
