SUMMARY OF REQUEST:
Mendocino County has experienced a Medi-Cal caseload increase of 195% from January 2014 to present. This is a direct result of the implementation of the Affordable Care Act. Additionally, Health and Human Services has experienced a 25% reduction in eligibility staff, resulting in a slower processing time of Medi-Cal requests for County residents. The salary analysis being performed by Koff and Associates will likely result in a recommendation to increase the salary of eligibility workers. The Health and Human Services Agency is prepared to implement that potential recommendation on July 1, 2018. In the meantime, Solutions West will provide temporary staffing under the proposed agreement to assist with the Medi-Cal caseload, thereby supporting Mendocino County in its compliance with regulations and federal mandates.

ALTERNATIVE ACTION/MOTION:
Return to staff for alternative handling.
