Previous Board/Board Committee Actions:

On May 19, 2015, the Board of Supervisors approved a letter of support for State Senate Bill 16 to provide needed funding for the state and local roadway systems to address the backlog of preservation and maintenance. On July 7, 2015, the Board of Supervisors approved a letter urging the legislature and Governor to find a long term transportation funding solution during the 2015 special session (Agenda item 4f). On August 18, 2016, the Board adopted a Resolution urging the State Legislature to address transportation funding for state and local transportation networks during the legislative special session. On September 20, 2016, the Board approved a letter urging the legislature to support Assembly Bill X 1 26 (Frazier) and Senate Bill X 1 1 (Beall) - Transportation Funding Package.  On March 7, 2017, the Board approved letters of support for Senate Bill 1 (Beall) and Assembly Bill 1 (Frazier) to Provide Much-Needed New Statewide Investment to Maintain and Improve Local Streets, Roads, and State Highways - Transportation Funding Package.

 

Summary of Request

California counties are seeing a significant influx of new revenue to invest in the local street and road system from Senate Bill 1 (Beall and Frazier), a landmark transportation funding package that was signed by Governor Brown on April 28, 2017. This measure was in response to California’s significant funding shortfall to maintain the state’s multimodal transportation network which is the backbone of the economy and critical to the quality of life in the Golden State.  SB 1 increased several taxes and fees to raise over $5 billion annually in new transportation revenues.  As a further safe guard for SB 1 funds, Proposition 69 will be on the June 2018 ballot, which would add additional protections for taxpayers by preventing the State Legislature from diverting or raiding any new transportation revenues for non-transportation improvement purposes.  There is also a proposed ballot measure aimed for the November 2018 ballot (Attorney General #17-0033) that would repeal the new transportation revenues provided by SB 1 and make it more difficult to increase funding for state and local transportation improvements in the future. 

 

The California Association of Counties is encouraging counties to take positions in support of Proposition 69 and in opposition to the SB 1 repeal efforts.  The positions are consistent with the 2017 Legislative Platform and previous action by the Board.    Supervisor Brown and Gjerde are requesting the adoption of a resolution supporting Proposition 69 and opposing the SB 1 repeal efforts and submitting the resolution to the Coalition to Protect Local Transpiration Improvements.
