Previous Board/Board Committee Actions:
On October 13, 2017, the local health officer issued a declaration of local health emergency due to the hazardous debris generated by the Redwood Complex Fire. On October 17, 2017, the Board ratified the declaration. On October 31, 2017, November 14, 2017, November 21, 2017, December 5, 2017, December 19, 2017, and January 9, 2018, the Board adopted Resolution Nos. 17-154, 17-167, 17-173, 17-179, 17-195, 18-007, and 18-020 respectively, reaffirming the existence of the local health emergency.
Summary of Request:
On October 9, 2017, the Redwood Complex Fire started and resulted in significant structural damage of several portions of the County. On October 13, 2017, the local health officer declared a local health emergency under Health and Safety Code Section 101080 due to hazardous materials contained in the debris from structures destroyed by the fire. The Board of Supervisors ratified the declaration on October 17, 2017. On October 31, 2017, November 14, 2017, November 21, 2017, December 5, 2017, December 19, 2017, and January 9, 2018, the Board adopted Resolution Nos. 17-154, 17-167, 17-173, 17-179, 17-195 18-007, and 18-020 respectively, reaffirming the existence of the local health emergency.
As of 2/16/2018, the preliminary hazardous waste sweeps have been completed for all 337 properties. 321 properties have arranged for cleanup through the public Consolidated Debris Removal Program, and debris has been removed from 272 parcels, of which 110 are still awaiting final soil testing results.
It is requested that the Board find that the local health emergency continues to exist, and therefore reaffirms the proclamation of local health emergency. Pursuant to Executive Order B-45-17, the Governor has waived the 14-day time period in Health and Safety Code section 101080 within which local governing authorities must renew a local health emergency. The order provides instead that the local health emergencies resulting from the October 2017 wildfires will remain in effect until each local governing authority terminates its respective health emergency.
