Summary of Request:
Sonoma County Probation Camp is among a select number of probation departments that offer a specialized camp program for juvenile males between the ages of 16 and 18. The Sonoma County Probation Camp is the nearest facility offering the programming necessary for these individuals with special probation behavior and programming needs. The proximity of this program enhances the probation offer's access to the youth detained at the facility and facilitates more frequent participation of Mendocino County Probation in the programming and services offered to the youth attending the Camp. It also provides better access to family members for participation in family days, earned passes, and participation in group/family counseling and therapy when available and warranted. Additionally, the juvenile court judge has specifically ordered placement of youth at this specific program.
This agreement and all amendments are originated by Sonoma County Probation. Mendocino County Probation did not anticipate additional placements at the Sonoma County Probation Camp; however, the Superior Court juvenile judge ordered an additional youth for placement at the camp on January 12, 2018. The Mendocino County Probation Department notified the Sonoma County Probation Department that we would require an amendment to add sufficient funds to cover the placement through the end of fiscal year 2017-18, as the current agreement would only cover placement through March 13, 2018. Due to the proximity to the end of the fiscal year, the amendment includes extending the termination date through fiscal year 2018-19, and includes the estimated $45,000 in funds for that year as well as the additional $15,000 in funds for fiscal year 2017-18 needed for the current placement. The amendment was not received from Sonoma County Probation until on or about February 19, 2018. The signature process of the amendment was not completed until March 9, 2018, requiring the agreement to be retroactive. Due to personnel schedules, the amendment was not able to be processed for the March 27, 2018 Board of Supervisor’s meeting.
