Previous Board/Board Committee Actions:
On June 20, 2017, the Board of Supervisors approved the FY 2017-18 Budget. The narrative on pages 57-58 of the Mendocino County FY 2017-18 Budget affirms the Board’s priority to invest Mendocino County Department of Transportation’s (MCDoT) roads corrective maintenance funds to improve road surfaces by seals or asphalt overlays.
Summary of Request:
The Mendocino County FY 2017-18 Budget, in an effort to meet the public transparency requirements of SB 1 (Road Repair and Accountability Act of 2017) presented narrative on pages 57-58 and a list of RMRA Projects on pages 499- 500. The RMRA Project listing was a new process and as explained in the Budget narratives. MCDoT listed more projects than the RMRA preliminary estimated amount of $1,250,000 in order to identify a large enough amount to claim all available funds. $2.5 million was listed in the Budget. The list of projects was expansive and diverse to cover any possible ineligibility determination by the new adoption process of the California Transportation Commission (CTC). Ultimately, the CTC accepted all the projects listed on pages 499-500 of the Mendocino County Budget. Mendocino County began receiving the first RMRA funds in February 2018. New projections now show those revenues to be only $1,210,719. Projects listed on pages 499-500 of the Mendocino County Budget include corrective maintenance, local match for all 52 storm damage sites and three projects which easily utilize all funds and will be reported to the CTC as required. The four and half miles of corrective maintenance road segments on Fish Rock Road, Little River Airport Road, and base repair dig outs on Orr Springs Road, more than claim all FY 2017-18 RMRA revenues. The FY 2018-19 list of additional roads for corrective maintenance presented in the attached Resolution are added to the previous year’s list of storm damage sites minus Orr Springs Road, County Road (CR) 223, Milepost (MP) 39.20,and Branscomb Road, CR 429, MP 17.21, which were authorized for construction in FY 2017-18. The three projects; Laytonville Pedestrian Bridge over Ten Mile Creek on Branscomb Road, CR 429 at MP 25.41, North State Street Traffic Signal Maintenance on North State Street, CR 104 at MP 0.18, 0.29, 1.85, and 1.98, and the Hearst Willits Road Culvert Replacement on Hearst Willits Road, CR 306, at MP 1.68 are also projects approved in FY 2017-18.
