Summary of Request

In accordance with California Government Code Section 7522.56, the Health and Human Services Agency (HHSA) would like to hire Valerie Lawe Cannon as temporary extra help to fulfill critical duties for the Public Health Emergency Preparedness Unit. Due to unforeseen events, Valerie Lawe Cannon retired from county service effective April 2, 2018. Due to staffing shortages, Ms. Lawe Cannon has been the sole staff member assigned to the HHSA Public Health Emergency Preparedness Unit.  The critical duties include submitting the annual 200 page Local Grant Application to the State, which has a very short (5 week) turn-around. This would result in the loss of the Health Resources Services Grant and the Bioterrorism Act grant, for a total revenue of over $400,000. This would affect our ability to support our hospitals, clinics, and skilled nursing facilities preparedness for disasters, regardless of cause or type, as well as our public health duties in regards to planning, assessment, and implementation of infrastructure preparedness for all hazardous incidents.
