Previous Board/Board Committee Actions:

Resolution 15-120 authorized an application for funding under SB 863 to support construction of a jail project.  Resolution 17-019 authorized an application for funding under SB 844 to support construction of a jail project.  $1,046,740 has already been set aside by the Board into BU 1712 as local match for this project.  On 12/19/2017, the Board approved an Agreement with Nacht & Lewis in the total amount of $2,910,000 for architectural services related to this project.                     

 

Summary of Request

As awarded by the State, the County’s jail project will be a standalone building addition to the existing County jail.  The application submitted by the County described this as a 3 story structure, built in between existing buildings at the jail.  The County’s architectural firm, Nacht & Lewis, has identified an opportunity to significantly decrease the construction and operational costs of the jail by building it as a single level with cell tiers, and moving the location of the new building into the parking lot just east of the main jail (“Site B”).  Site B will create new costs for parking improvements that will be offset by the reduced cost of constructing the building in the new location.  In addition to the modified location for this project, preliminary design work between the Sheriff’s Office and Nacht & Lewis has led to a 750 square foot increase in the building size, and identified additional factors that should be included to more accurately project the cost of construction.  Examples include an “inflationary factor”, and actual market condition increase experience that should be included in the revised budget.  The revised budget indicates another $955,804 in local match is required ($2,002,804 total) for this project, now estimated to cost $27,047,804.  Board authorization is requested to submit this revised project to the State by May 1, for July 2018 “Project Establishment” by the State.  

 

Alternative Action/Motion:

Do not approve the revised site location; this alternative would increase projected costs by approximately $1,000,000.  Do not approve additional local funds as match; this alternative would require the County to reduce scope of the project while remaining consistent with the minimum requirements of the State award; this alternative could make the project less functional from the perspective of the Sheriff’s Office.
