Approve retroactive Agreement with Mendocino Coast Hospitality Center in the amount of $53,598 to provide case management and supportive supervisory services to residents with severe mental illness in the homeless shelter and transitional housing apartments in Fort Bragg for the period of July 1, 2017, through June 30, 2018; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino Coast Hospitality Center (MCHC) has been operating a shelter for the homeless in Fort Bragg since 1986. In recent years, MCHC added additional services for homeless individuals who are also mentally ill. These services include case management, wellness and vocational programs, homeless resources, and mental health services.
MCHC will use funds from the proposed Agreement to provide the following for homeless individuals: direct services for those who are severely mentally ill; supportive interventions aimed at engagement into both the mental health system of care and rehabilitation services to improve their functioning in the community; and case management to promote access to mental health services and to provide vocational and habilitation supports. Funding for this Agreement was awarded by California’s Substance Abuse and Mental Health Services Administration (SAMHSA) and must be used exclusively to decrease homelessness and to improve the health, wellbeing, and self-sufficiency of homeless people who have co-occurring disorders (both a mental health and a substance abuse problem). Historically, SAMHSA does not send grant award letters until late in the fiscal year (December) with an addendum a few months later (March) that finalizes the award.
