Approve Agreement with Action Network Family Resource Center in the amount of $107,880 to provide Differential Response services for the term of July 1, 2018 through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendment to the Agreement that does not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
In March 2017, Health and Human Services Agency, Family and Children's Services (FCS) selected Action Network Family Resource Center from a Request for Proposal process to provide Differential Response (DR), an alternate system of service provision that allows FCS to respond more broadly to reports of possible child abuse or neglect. DR includes prevention and early intervention, engaging families to address issues of safety and risk, and improving access to services.

Action Network will provide DR services within the Point Arena School District's geographical boundaries and will carry an average of 10 cases at a time and up to 30 cases a year. Action Network will receive referrals from FCS with low to moderate risk and will engage with the families, conduct needs assessments, develop service plans tailored to meet the needs of the family, and provide case management for 6 to 12 months with the goal of preventing child abuse and neglect, recurrence of m...
