Summary of Request:
As the designated entity for oversight of the County Children’s Trust Fund (Account No. 2110-760272), Policy Council on Children and Youth/Child Abuse Prevention Commission (PCCY/CAPC) is tasked with establishing the criteria for determining which county programs receive funding for child abuse prevention and intervention. PCCY/CAPC makes recommendations to the Board of Supervisors for distribution of funds, and the Board makes the final decision as to which programs are funded. In order to ensure child abuse prevention activities are conducted countywide, PCCY/CAPC is recommending that two abuse prevention groups (Court Appointed Special Advocates (CASA), located in Ukiah, and Mendocino Coast Child Abuse Prevention Coordinating Council (MCCAPCC), located on the coast), receive funding to support their operations and activities.
On February 15, 2018, PCCY/CAPC approved a motion to recommend that $13,200 be provided to CASA, and $6,800 be provided to MCCAPCC from the County Children’s Trust Fund for FY 18-19. CASA will distribute funds to Children’s Action Committee (CAC), thereby allowing CAC to: develop and coordinate an Adverse Childhood Experience (ACES)/Trauma Informed campaign countywide; participate in the Child Death Review committee; participate in the development of and support thereafter of the County Family and Children’s Services System Improvement Plan; and coordinate and support a community effort to prevent ACES and heal trauma through trauma informed education. MCCAPCC will use the funds to: provide Child Abuse Prevention Education in schools along the Mendocino Coast; produce outreach materials to inform the community of childhood trauma; produce events in April to celebrate Child Abuse Prevention Month; and provide support to underserved children living in precarious conditions.
Alternative Action/Motion:
Return to staff for alternative handling.
