RECOMMENDED ACTION/MOTION:

Approve third amendment to BOS Agreement No. 15-089 with Mendocino County Youth Project ("MCYP") in the amount of $95,000, for a total agreement amount of $380,000; to provide counseling and intervention services to at-risk juveniles through the Foundations and Dual Diagnosis Programs, extend the termination date from June 30, 2018 to June 30, 2019; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
The Board of Supervisors approved the original agreement on September 8, 2015. The first amendment was approved by the Department on June 9, 2016. The second amendment was approved by the Board of Supervisors on November 14, 2017.

SUMMARY OF REQUEST:
Foundations is an early intervention and prevention program that provides direct services to juveniles with low-level drug and alcohol related offenses. The programs consists of a 10-week series of classes, and is a collaborative effort between MCYP, the Probation Department, Mendocino County Office of Education, Project Sanctuary, and AODP. Cost: $70,000.

Dual Diagnosis Counseling provides services to youth suffering from both mental health and substance abuse problems. Services are provided on an outpatient basis, and may be continued for youth remanded to Juvenile Hall. Cost: $25,000.
