SUMMARY OF REQUEST:
William E. Schurtz's consulting and project management services became necessary after the Redwood Complex Fire of October 2017 to assist the County in reviewing internal strategies, developing recovery plans, and managing disaster recovery projects. Near the end of Mr. Schurtz's contract, the County, in partnership with CalOES, initiated the emergency Over Excavation Assessment and Remediation Program to address and remediate over excavation issues that occurred as a result of the private property debris removal by US Army Corps of Engineers. Mr. Schurtz's continued service is needed to assist the County with its immediate need for a qualified Incident Command System Planning Chief to work in coordination with CalOES and its contractors.
