Approve Agreement with Redwood Community Services, Inc. in the amount of $437,760 to provide community-based aftercare support services for children and youth transitioning from a Residentially Based Services group home or Short Term Residential Therapeutic Program to home-based care with their parents or caregivers for the term of July 1, 2018, through June 30, 2019; authorize the Health and Human Services Agency Director or designee to sign future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

On December 8, 2015, the Board approved BOS No. 15-160 (a Memorandum of Understanding between the Mendocino County Health and Human Services Agency and the California Department of Social Services) and Resolution No. 15-173 to implement a Residentially Based Services (RBS) Pilot Demonstration Project. On April 19, 2016, March 21, 2017, and July 18, 2017, the Board approved BOS No. 16-016, BOS No. 17-011 and BOS No. 17-066, agreements between Mendocino County Health and Human Services Agency and Redwood Community Services, Inc. to provide community-based services as part of the RBS program.                     

 

Summary of Request

Mendocino County needs placement services for difficult-to-place youth who require intensive treatment services. Redwood Community Services (RCS) is the sole provider in Mendocino County operating a Residentially Based Services (RBS) program (CAM’S PLACE) that combines intensive short-term residential treatment and stabilization with follow-up community-based services to reconnect youth, ages 5-18, to their families, schools, and communities. Services and supports follow and maintain children in family-based settings when group care is no longer needed. This effort helps maintain youth in Mendocino County, brings youth back to the County, and provides them with the least restrictive living environment.

 

Although the RBS demonstration program ends on December 31, 2018, as residential programs must convert to Short Term Residential Therapeutic Programs, the community-based aftercare supports provided by RCS are critical in helping children and youth be successful when they transition to home-based care with their parents or other caregivers. Therefore, this Agreement will cover the remaining six months of aftercare services for the RBS demonstration project and will continue these important aftercare services when the RBS program ends.
