Previous Board/Board Committee Actions:

None directly related to this matter.  The County of Mendocino’s Redevelopment Agency was dissolved in 2012, and its affairs were concluded under an Oversight Board which was disbanded by the Board of Supervisors in June, 2014 via Resolution No. 14-089.                     

 

Summary of Request

On February 1, 2012 all redevelopment agencies throughout the state were dissolved and successor entities were established to oversee the wind down of the affairs of the former redevelopment agencies.  At that time, local oversight boards were established to oversee the operations of each successor entity.  Although Mendocino County’s oversight board was disbanded, there remain more than one oversight board within the county (Fort Bragg, Ukiah, Willits).  For that reason, each local oversight board in Mendocino County shall be dissolved on and after July 1, 2018 and replaced by a single Countywide Oversight Board.  The Consolidated Countywide Oversight Board consists of seats as follows:  (1) may be appointed by the Board of Supervisors, (1) member may be appointed by the City Selection Committee, (1) may be appointed by the independent special district selection committee (LAFCO), (1) appointed by the county superintendent of education, (1) appointed by the Chancellor of the California Community Colleges, (1) member of the public appointed by the Board of Supervisors, (1) member appointed by the recognized employee organization representing the largest number of successor agency employees in the county.  It is requested that staff schedule the City Selection Committee for the purpose of making its appointment to the Consolidated Countywide Oversight Board, and to notice a vacancy on the Countywide Board for the member of the public.  At a future meeting of the Board of Supervisors, appointments will be brought forward for consideration for the member of the public and the representative of the Board of Supervisors.
