PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On January 23, 2018, the Board of Supervisors received an update from and provided direction to the County's consultant, Michael Baker International, regarding the development of overlay zones and new exceptions.

SUMMARY OF REQUEST:
Following attendance at several meetings of the County's Cannabis Overlay Working Group and its sub-groups, Michael Baker International has developed frameworks for certain ordinance exceptions and overlay zones that either (1) allow for more flexible cannabis regulations or (2) prohibit cannabis cultivation. Please see the attached memorandum from Michael Baker International for more information.

In addition, the County Counsel's Office has prepared a memorandum for the Board's review and discussion, attached to this agenda packet, regarding a statutory exemption from the California Environmental Quality Act for discretionary permit programs for commercial cannabis activity.
