RECOMMENDED ACTION/MOTION:

Approve retroactive Intergovernmental Transfer (IGT), Transfer of Public Funds Agreement 17-94752 with the California Department of Health Care Services (DHCS) for federal fiscal years 2017-20; authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The Medi-Cal program through the Department of Health Care Services (DHCS) works with local government entities and managed care Medi-Cal Plans to implement a specific type of intergovernmental transfer (or IGT) known as a "Rate Range IGT." These IGTs allow local governments to bring additional federal dollars into the Medi-Cal system to improve health care access and outcomes for Medi-Cal beneficiaries.

Mendocino County Health and Human Services is seeking the approval from the Board of Supervisors to continue participation in IGT. This transaction will result in new funds to support services benefitting Medi-Cal patients. HHSA will transfer public health realignment funds (a total of $1,732,513, plus a 20 percent assessment fee of $346,503) to DHCS, who will use the funds to draw down additional federal funds.
