Summary of Request:
SB 1088 would adopt standards for reducing risks from future fires by requiring electrical corporations to submit a safety, reliability, and resiliency plan to the California Public Utilities Commission. However, there is language within SB 1088 that could negatively affect Community Choice Aggregation (CCA). Mendocino County is a member of the CCA Sonoma Clean Power (SCP). The language in SB 1088 is too broad and does not acknowledge CCA’s existing role in providing a reliable grid. SB 1088 is vague and opens the door to the possibility that CCA customers would be required to pay for reliability needs twice. In order to resolve these concerns the letter supports Sonoma Clean Power’s ask for legislative changes to address reliability investments by CCAs. The letter is consent with the 2018 Legislative Platform’s support of CCAs.
