Approve retroactive Agreement with the State Air Resources Board for participation in the California Air Resources Board Woodsmoke Reduction Pilot Program; authorize the Air Quality Management District to accept Program funds in the amount of $149,250 and follow the requirements of the Program and expend all Program funds by December 31, 2019; authorize the Air Pollution Control Officer to sign and submit the Memorandum of Understanding to the California Air Pollution Control Officers Association; and authorize the District to enter into an Agreement with a vendor for the purchase and installation of each device approved by the District and transfer funds for each project to the vendor upon proof of completion of each project; and authorize Chair to sign same.  Direct the Clerk of the Board to provide a Minute Order to the District of the Board’s decision.

Summary of Request

The Woodsmoke Reduction Pilot Program (Program) is part of California Climate Investments, a statewide program that puts Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment-particularly in disadvantaged communities.  Assembly Bill 1613 committed $5,000,000 in funding for replacing uncertified, inefficient wood burning devices with cleaner burning and more efficient devices. The Program is designed to help households replace an uncertified wood stove or insert used as the primary source of heat with a cleaner burning and more efficient device. 

The California Air Resources Board (CARB) has developed Program Guidelines for the implementation of the Program.  The Program will be administered by the California Air Pollution Control Officers Association (CAPCOA) and the District will administer projects located in Mendocino County. 

The District’s total funding allocation for the Pilot Program is $149, 250.  Upon authorization from the Board, the District will begin soliciting for projects in low-income, disadvantaged communities and issuing vouchers for approved projects.  All projects must be completed and final payment requests submitted to CAPCOA no later than December 31, 2019.

The District is requesting that the Board authorize the District to participate in the Woodsmoke Reduction Pilot Program, accept Program funds and agree to follow the requirements of the Program, authorize the Air Pollution Control Officer to sign and submit the Memorandum of Understanding to CAPCOA and authorize the District to enter into an agreement with a vendor for the purchase and installation of each device authorized by the District and transfer funds for each project to the vendor upon proof of completion of each project. 

 

The District signed the Grant Agreement between the District and ARB on May 31, 2018 to reserve program funds for the District.  Due to the June 1, 2018 deadline for agreeing to accept the grant and reserve the funding, the District was not able to bring the item to the Board prior to signing the Grant Agreement.  Additional delays were due to staffing shortages which required the District’s Program Manager to fulfill the duties of the vacant position.  The MOU is not finalized and funds will not be transferred to the District until a Minute Order from the Board has been received by CAPCOA.  CARB and CAPCOA have accepted the MOU signed by the District pending Board approval. 

 

Alternative Action/Motion:

Do not approve Retroactive Contract with the State Air Resources Board for the District to participate in the Woodsmoke Reduction Pilot Program as proposed and direct District staff to locate alternative sources for funding or alternative programs.
