Adopt Resolution increasing the Director of Transportation's change order authority to a total of $93,994 for Department of Transportation (DOT) Contract Number (No.) 170023 for construction of the 2017 Storm Damage Repairs on Orr Springs Road, County Road (CR), 223, milepost (MP), 39.20 (Ukiah Area); and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
By Resolution No. 17-064 (May 16, 2017), the Board of Supervisors (BOS) authorized the Director of Transportation to sign the Notice to Bidders inviting bids for DOT Contract No. 170023 and to award the contract to the lowest responsive bidder.

SUMMARY OF REQUEST:
On February 1, 2018, Mendocino County awarded DOT Contract No. 170023 to Bouthillier's Construction of Willits, California in the amount of $433,444. A 10% contingency of $44,000 for contract changes was budgeted for the project. The total amount of contract change orders to date is $59,872. DOT is requesting an increase of $59,872 to the Director's change order limits, for a total of $93,994, as well as the authority to use up to $49,994 from the Road Fund to front the costs over the current budgeted amount. The funds are available in the Road Fund, and DOT will seek reimbursement from the Federal Highway Association (FHWA) for 88.53% of costs. The draw from the Road Fund below includes only the local share of the additional funds needed ($10,782).
