Summary of Request:
In April 2016 Planning and Building Services conducted a Request for Proposal (RFP) process to identify a consultant to provide on-call planning services. Five (5) proposals were received from very qualified firms. Each proposal was evaluated and graded to determine which vendor would provide the most professional, responsive and cost effective services. The proposal review committee selected LACO Associates. The original agreement, BOS 16-060, with LACO was for a 2 year period and the requested services include on-call planning services, such as current planning review and processing and advanced planning plan development and implementation; review and preparation of project environmental reviews; and specialized services such as Transportation, Air Quality, Noise, Biology, Visual Resources, Energy and Historic Preservation/Cultural Resource studies. However, since the Redwood Complex Fire Disaster in October 2017, LACO has provided additional support to the County in preparation of grant applications for Hazard Mitigation, funding research into support for the Redwood Valley Water District, attendance of meetings related to grant application submittal for Community Development Block Grant Disaster Recovery (CDBG-DR), etc. and all funding in BOS agreement 16-060 was expended. This agreement must be retroactively approved to pay the outstanding invoice for the month of June, 2018 (previous fiscal year 17/18) and authorize continued services from LACO regarding Cannabis.
