Previous Board/Board Committee Actions:

The Board of Supervisors conducts fee hearings historically twice annually.  The last fee hearing was held on December 19, 2017.

 

Summary of Request

Pursuant to County Policy No. 47, consideration and possible approval of new/revised fee schedules are being requested for the departments of: Planning & Building Services, Departmental representatives will be in attendance to present the requested fee modifications and respond to Board inquiry.

 

Since the adoption of a new Planning Division Fee schedule in 2017, Planning and Building Services staff have worked with the revised types and subtypes and found several revisions are warranted.  Also, the Building Division Fee Schedule has not been reviewed and updated since 2006 and due to recent salary increases for Building Inspector and Planner classifications; fees based on the hourly weighted rate of employees should be increased to cover costs.  At this time, the department is not completing a comprehensive Building fee update; however those fees based on hourly figures or mileage rates are proposed to increase.  In addition to the various fee increases, the Department also proposes a fee decrease for Coastal Development Permits to promote housing and development.  Details regarding the changes are included in the various supporting documents included for the Board of Supervisor’s consideration.

 

Listed below is an overview of the resources included for the Board’s consideration during this fee hearing: 

 

Attachment #A is a spreadsheet that provides justification for the increase in Special Inspection/Pre-site Inspection fees.

 

Attachment #B is the Building Division Master Fee Schedule.

 

Attachment #C is the Planning Division Proposed Fee Schedule.

 

Attachment #D is the Planning and Building Services Weighted hourly rates as of July 1, 2018

 

Attachment #E is the Planning and Building Services Coastal Fee Schedule.

 

Also attached is the proposed resolution adopting the revised Master Fee Schedule, along with “Exhibit X”, which is the current County Wide Master Fee Schedule.
