Summary of Request:
In 2016 the state legislature approved Assembly Bill 197 requiring the state Air Resources Board to make available to the public the emissions of greenhouse gases and criteria pollutants for each facility that reports to the state board and update the information annually. The AB 197 Emissions Inventory District Grant provides funding to districts to help off-set the cost of updating and reporting facility emissions data to the Air Resources Board. The initial grant amount allocated to the District is $18,267. The annual allocation will be approximately one-half that amount.
The District signed the Grant Agreement between the District and ARB on June 21, 2018 to reserve program funds for the District. Due to the June 22, 2018 deadline for agreeing to accept the grant and reserve the funding, the District was not able to bring the item to the Board prior to signing the Grant Agreement. Additional delays were due to staffing shortages which required the District’s Program Manager to fulfill the duties of the vacant position. ARB has accepted the District’s signed Agreement pending Board approval in the form of a Minute Order.
Alternative Action/Motion:
Do not approve the Retroactive Contract with the state Air Resources Board and do not approve the Air Quality Management District’s request to accept the AB 197 Emissions Inventory District Grant as proposed.
