Adopt Resolution authorizing Mendocino County’s participation in the one-time Homeless Mentally Ill Outreach and Treatment Funding opportunity that will allocate $200,000 to Mendocino County to treat persons with severe mental illness who are also homeless in fiscal year 2018-19; authorize the Health and Human Services Agency Director or designee to accept, designate, and determine the appropriate use of the resulting allocated funds; and authorize Chair to sign same.

Summary of Request

The California Department of Health Care Services (DHCS) has released application instructions and funding allocations for one-time Homeless Mentally Ill Outreach and Treatment monies authorized as part of the state’s 2018-19 Budget Act. These allocations are designed to provide flexible one-time funding for county activities involving individuals with serious mental illness who are homeless or at risk of homelessness. All counties are eligible to receive this funding. Counties are encouraged to leverage the funds with other funding sources and initiatives, including Whole Person Care pilots and other efforts to address mental illness among populations with a high likelihood of homelessness, including those with recent involvement in the criminal justice system or released from incarceration. Counties must submit a letter of intent and Board resolution affirming participation to DHCS by September 25, 2018.  Mendocino County’s allocation limit is $200,000.
