Previous Board/Board Committee Actions:

By Resolution number 17-082 (June 20, 2017) the Board of Supervisors approved Agreement No. 17-045/DOT Agreement No. 170008, Professional Services Agreement with Drake Haglan & Associates, in the amount of $852,965 for the Usal Creek Bridge Replacement on Usal Road, County Road 431, Milepost 5.93.                     

 

Summary of Request

DOT, in consultation with the Coastal Commission, determined that consolidation of the CDP would be the best course of action to streamline the Commission’s review of the project. Consolidating this permit, if the Board decides to do so, will not surrender the County’s Local Coastal Program permit jurisdiction on any other project located within the Coastal Zone, nor will it diminish the Board’s discretion to agree or disagree to consolidate permits for similar “dual jurisdiction” projects in the future. Project funding of the $852,965 is primarily through the Federal Highway Bridge Program (88.53%) with the local match being provided through the Toll Credits Program (11.47%).

Postpone or cancel approval to consolidate the County’s Coastal Development Permit with the California Coastal Commission.
