Adopt Resolution authorizing the County of Mendocino to enter into an Agreement with the California Department of Water Resources to receive funds for the Redwood Valley County Water District’s Redwood Valley Water Infrastructure Project and authorizing the Chief Executive Office to execute the Agreement on behalf of the County of Mendocino; and authorize Chair to sign same.

Summary of Request

The County has assisted the Redwood Valley County Water District in submitting a grant application to the Hazard Mitigation Grant Program (HMGP) to upgrade the district’s water main line to accommodate new building codes.  The grant can cover the cost of 75% of the project, but would leave a 25%--approximately $2 million--funding gap.  Senator Mike McGuire was able to secure funding for the $2 million gap through the California State Budget.  However, the $2 million is written in the state budget to be dispersed by the California Department of Water Resources directly to the Redwood Valley County Water District. The California Department of Water Resources will retain 5% of the $2 million to administer the fund. Because the County will manage the project for the Redwood Valley County Water District, the County and the Water District mutually agree that the remaining $1.9 million should be dispersed directly to the County.  With the adoption of this resolution, the Board of Supervisors authorizes the County to enter into an agreement with the California Department of Water Resources to accept the $1.9 million in funding.

 

Because HMGP is a reimbursement program and the $1.9 million in funding will be used as crucial seed money to start the project as soon as possible, additional authority for the Chief Executive Officer to sign and execute the agreement will allow for timely receiving of the funds from the California Department of Water Resources.
