Adopt Resolution approving Department of Transportation Agreement Number 180060, Professional Services Agreement with Quincy Engineering, Inc., in the amount of $132,800 for construction design support during the Rowes Creek Bridge Replacement on Sherwood Road, County Road 311, Milepost 5.52, for the term starting upon execution of the agreement through December 31, 2020 and authorizing the Director of Transportation to sign any and all amendments to the agreement not exceeding $13,000 (Willits Area); and authorize Chair to sign same.

Previous Board/Board Committee Actions:
By Resolution Number (No.) 12-079 (May 22, 2012), the Board (BOS) approved BOS Agreement No. 12-053/Department of Transportation (DOT) Agreement No. 110121 with Quincy Engineering, Inc. (QEI), for plans, specifications, and estimate bid package for the Rowes Creek Bridge Replacement project. By Resolution No. 18-098 (July 10, 2018), BOS approved amendments to the agreement final design changes incorporated into the plans and specifications.
Summary of Request:
DOT Agreement No. 180060 provides for assistance during construction with interpreting plans, answering contractor questions, reviewing submittals, and approving adjustments. QEI is uniquely qualified for this work because they designed the bridge and developed the plans and specifications. QEI has agreed to perform the required work for a not-to-exceed amount of $132,800. Costs of the project are to be funded primarily through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP), with the local match covered by the Toll Credit Program. DOT also believes it would be expedient to request a 10% contingency in the amount of $13,000, in order to facilitate timely completion of the work.
