Previous Board/Board Committee Actions:
Funding for the Dam Inundation Zone Delineation Mapping, Risk Reduction & Emergency Action Plan preparation was approved through Budget Unit (BU) 1910 in the Fiscal Year 2018/19 County Budget on June 6, 2018.
Summary of Request:
Senate Bill (SB) 92 requires dam owners to prepare a dam inundation map and emergency action plan (EAP) for each dam, with the exception of low-hazard dams. SB 92 affects Chinquapin Dam, which is classified high-hazard and Mendocino 3 Upper and Mendocino Middle Dams, which are classified significant-hazard. On July 19, 2018, Department of Transportation (DOT) issued a request for proposals to which six proposals were received and Mead & Hunt, Inc., was determined to be the most qualified firm.
Mead and Hunt, Inc., have agreed to perform the required work for a not-to-exceed amount of $117,967.74. Funding for this project was approved in the Fiscal Year 2018/19 County Budget on June 6, 2018. Additionally, DOT has applied for a grant from the Federal Emergency Management Agency Hazard Mitigation Grant Program to assist with the costs associated with this project. That grant application is still pending. It is imperative to begin work under this Agreement immediately as the first of the EAPs is due to the California Office of Emergency Services on or before January 1, 2019. DOT also believes it would be expedient to request a 10% contingency in the amount of $11,796, in order to facilitate timely completion of the work.
Alternative Action/Motion:
Postpone or cancel approval of DOT Agreement No. 180068.
