Summary of Request:
At the June 6, 2018 Board Workshop, the Mendocino County Board of Supervisors (BOS) approved funds for the current fiscal year to enhance and sustain Advanced Life Support (ALS) and Emergency Medical Services (EMS) to vulnerable communities in Mendocino County. These funds allow for a continuation of services from previous fiscal years dating back to May 5, 2015, when the BOS approved Memorandums of Understanding (MOUs) with service providers within the County to support staffing and innovative pilot projects specific to ALS services. The need for these services arose at the June 3, 2014 Board Workshop, when the BOS approved a Health and Human Services Agency, Public Health request and CEO recommendation to increase Public Health’s Emergency Medical Services budget to allow for additional funding for ALS and EMS services.
This agenda item will authorize the renewal of MOUs with Anderson Valley Community Services District and Long Valley Fire Protection District to provide ALS and EMS services in Mendocino County during Fiscal Year 2018-19. Through these MOUs, providers are required to provide a minimum of: 1) detailed agreement describing services; 2) submission of monthly reports, including financial; and, 3) a one-time detailed report upon conclusion of the agreement describing challenges, opportunities and successes. These services are expected to continue until such a time that the Exclusive Operating Area (EOA) project is authorized and completed and a service provider contract entered and established.
These MOUs are retroactive because ongoing discussions about the availability of funds as approved by the BOS delayed the contracting process. As soon as discussions were complete, HHSA staff began the process to verify funding, reach out to providers, and draft these MOUs.
