On July 27, 1982 it was the consensus of the Board of Supervisors that Mendocino County establish its own Emergency Medical Care Committee (“EMCC”).
Summary of Request:
California Health & Safety Code (HSC) § 1797.270 states “[a]n emergency medical care committee may be established in each county in this state.” Although not an official committee of the Board of Supervisors, a large group of local stakeholders known as the Emergency Medical Care Committee (EMCC) has been meeting regularly for at least the past 20 years. Although by-laws were drafted by this stakeholder group in the late 1990’s and early 2000’s, the group never formalized or brought these by-laws and structure to the Board of Supervisors.
Recently, participating stakeholders asked to review and update said by-laws and asked the County to consider formal formation of an EMCC with prescribed roles under California Health and Safety Code. The Health and Human Services Agency has met with EMCC stakeholders to review prior draft by-laws, consider current day requirements, and discuss various membership provisions. HSC § 1797.272 states that “the County Board of Supervisors shall prescribe the membership, and appoint the members, of the EMCC.” The draft by-laws, attached, are subject to the Board of Supervisors discussion and determination of membership composition. Some ideas that have been discussed but are not currently listed in the by-laws include the Mendocino County Association of Fire Districts, the Mendocino County Law Enforcement Chiefs Association, and additional at large appointees from the Board of Supervisors to represent specific disciplines or perspectives. Other aspects of membership and expectations described in the proposed by-laws are subject to the Board’s approval and direction.
If established, HSC § 1797.276 states that every EMCC “shall, at least annually, report to the authority, and the local EMS agency observations and recommendations relative to its review of the ambulance services, emergency medical care, and first aid practices, …” It goes on to state that “[t]he emergency medical care committee shall submit its observations and recommendations to the county board or boards of supervisors which it serves and shall act in an advisory capacity to the board or boards of supervisors which it serves, and to the local EMS agency, on all matters relating to emergency medical services as directed by the board or boards of supervisors.”
The expected future action for this item is submission to the Clerk of the Board of a number of EMCC membership applications for appointment by the Board of Supervisors.
