Summary of Request:
In 2017, the Health and Human Services Agency (HHSA) applied for and received Substance Abuse and Mental Health Services Administration (SAMHSA) funding for the Finding Home project. This project’s goal is to decrease homelessness and improve the health, well-being and self-sufficiency of homeless people with co-occurring disorders (mental illness and substance use disorders).
Using SAMHSA funds, Mendocino Coast Hospitality Center (MCHC), Redwood Community Services (RCS), and Ford Street Project will provide services for members of the homeless population in Mendocino County. Such services include: intensive care management and coordinated development of integrated individual services plans; integrated Mental Health and Substance Use Disorder treatment; intensive care management, including access to primary health care and wrap-around support; and access to permanent housing.
Both MCHC and RCS will provide the aforementioned services by staffing mental health and substance use disorder counselors at their respective locations - MCHC along the coast, and RCS at various locations throughout Ukiah, including to transition age youth, age 15-24, at the Arbor facility. RCS will move the bulk of its services to the new Homeless/Winter Shelter upon its completion, excepting services for transition age youth, which will remain at the Arbor.
The proposed Agreement with Ford Street Project differs from the other two in that service provision is incorporated into Ford Street Project’s short-term residential treatment program and is reimbursed at a daily rate.
These contracts are to start April 1, 2018; the contracts were processed as soon as HHSA received budget authority.
