Approve retroactive revenue Agreement with the U.S. Army Corp of Engineers in the amount of $618,513.40 for a four year term effective September 26, 2018, for law enforcement patrols at the Lake Mendocino campgrounds and recreational areas; authorize the Sheriff or designee to sign future documents that do not affect the total amount of the Agreement; and authorize Chair to sign same.

There have been revenue agreements in the past with the U.S. Army Corp of Engineers for law enforcement patrols.                     

 

Summary of Request

The U.S. Army Corp of Engineers at Lake Mendocino is understaffed for proper patrols of the lake’s campgrounds and recreational areas.  They are therefore reaching out to the Mendocino County Sheriff’s Office with a revenue agreement for the next four years to have Deputies patrol the campgrounds and recreational areas and to be available for calls to help with incidents that occur.  Among the annual recreation seekers at the lake, there has been a growing number of homeless using the facilities and grounds and with the local fires of 2017 and 2018 there is a need to house displaced property owners on a temporary basis.  A portion of the campground at the lake has been designated as a temporary housing opportunity for those displaced from the local disasters and this brings another layer of need for patrols and public safety services.  Deputies will work to cover the areas specified in the agreement as workforce availability allows, only services rendered will be billed for reimbursement under the agreement.  Due to the process associated with contracting with the U.S. Army Corps, the contract is being presented for retroactive Board of Supervisors consideration.
