Summary of Request

It has been a priority of the Mendocino County Board of Supervisors over the past several budget years to address issues related to chronic homelessness in Mendocino County. The Health and Human Services Agency focused on that priority in FY 2016/17 and partnered or applied directly for various grant funding opportunities resulting in the implementation of new programs like Whole Person Care and the Grants for the Benefit of Homeless Individuals (GBHI) in FY 2017/18.

With these discretionary grant funding opportunities and the allocation of substantial new resources through California’s 2018 budget processes, Mendocino County and its community partners have significant new opportunities to invest in projects to address the homeless crisis. Today’s presentation will provide a summary of current and new funding opportunities, and an initial overview of local efforts to leverage these opportunities to reduce homelessness and best serve vulnerable populations.

Today’s agenda also includes several related items for the Board of Supervisors to take requisite action to implement new programs and/or secure new funding for homeless outreach, short and long term interventions, and the development of permanent housing to serve homeless and housing-insecure populations.
