Discussion and Possible Action to Waive Boards and Commissions Residency and Voter Registration Requirement and Appoint Patty Rock as an Alternate Member to the Hopland Municipal Advisory Council

(Sponsor: Supervisor Hamburg)

End

Recommended Action/Motion:

recommendation

Waive Mendocino County residency and voter requirement for appointments to Boards and Commissions; and appoint Patty Rock as an alternate member to the Hopland Municipal Advisory Council.

End

Previous Board/Board Committee Actions:

The Board of Supervisors has previously waived this requirement when there have been a lack of available county residents willing to serve.

Summary of Request

All appointees to a Board or Commission must be residents of Mendocino County and registered voters thereof unless such requirements are waived by a majority vote of the Board of Supervisors. Grounds for waiver may include but are not limited to: lack of availability of county residents who are willing to serve on a Board or Commission or an individual who is a non-resident but has special qualifications that are necessary for the position.

The Hopland MAC alternate position has been vacant since April of 2018; and no other applications have been submitted for the position.

Ms. Rock maintains two residences; one in Mendocino County and one in Marin County.  She has lived in both simultaneously for approximately 20 years, with the majority of time in Mendocino both living and working. She is registered to vote in Marin County; but wishes to serve on the Hopland Municipal Advisory Council.  Supervisor Hamburg endorses her candidacy and the waiver of requirement.

Alternative Action/Motion:

Do not waive residency and voter registration requirement.
