Summary of Request

The Board of Supervisors’ Juvenile Hall Ad Hoc Committee, consisting of Supervisor Georgeanne Croskey and Supervisor Dan Gjerde, met seven times to explore ways to reduce General Fund expenditures at the Mendocino County regional juvenile hall in Ukiah. At its meetings, the ad hoc committee discussed a host of ideas with CEO Carmel Angelo, Probation Chief Izen Locatelli, Superior Court Judge Ann Moorman and Superior Court Judge David Riemenschneider.

 

At the time of budget adoption, the Board of Supervisors reduced staffing at juvenile hall to reflect the reduced population at the hall. With an average daily population of 12 to 14 youths, staffing at the hall was approved for a maximum daily population of 20 youths.  This eliminated 7.0 Full Time Equivalent staff positions, for an annualized cost savings of $634,668. 

 

On August 21, 2018, the ad hoc committee brought forward a recommendation to create further efficiencies in the operation of the juvenile hall, by having the hall’s meals prepared by the nearby jail kitchen staff. This recommendation was approved by the board of supervisors, resulting in the elimination of an additional 3.8 Full Time Equivalent staff at the juvenile hall kitchen, with an estimated annualized cost savings of $220,000.

 

At the ad hoc committee’s meeting of Monday October, 29, 2018, Supervisor Croskey and Supervisor Gjerde agreed they wanted to recommend to the full board that future County budgets should be prepared with funding to keep open the Mendocino County Juvenile Hall, as long as the need and funding was present. The ad hoc committee also believes Chief Locatelli and his staff should be complimented for curtailing their expenses in response to the reduced population at the hall, as well as for looking into ways to more fully utilize buildings on the juvenile hall campus. Judge Moorman and Judge Riemenschneider concurred with the recommendation of the ad hoc committee.
