Summary of Request

As your Planning and Building Services Director I have had the opportunity to meet with each of you individually and with many staff members and community members. During these meetings I have become aware of several issues and/or projects that are either suggested as priorities or are needed to fulfill previous Board of Supervisors direction. The following issues are presented for your review and direction. In addition to the following items, the department will continue to prioritize the review and approval of permits associated with fire recovery or involving job creation, as well as processing the normal flow of permits including those associated with cannabis cultivation and facilities.

 

1.                     Vineyard Crossings Goal - Oversee completion of the EIR to provide the information needed to evaluate the merits of the project.

2.                     Garden’s Gate Goal - Review this previously approved project to identify barriers to construction of the project.

3.                     Community Development Block Grant (CDBG) Goal - Maximize opportunities to use CDBG to develop housing and/or community infrastructure.

4.                     Inclusionary Housing Ordinance (IHO) Goal - Review the IHO and present options for amendments intended to clear up ambiguities and inconsistencies with state law.

5.                     Airport Comprehensive Land Use Plan (CLUP) Goal - Review options to update the CLUP in partnership with the City of Ukiah.

6.                     Cannabis Cultivation and Facilities in the Coastal Zone (CZ) Goal - Consistent with previous Board of Supervisors direction, develop cannabis cultivation and facilities ordinances for the CZ.

7.                     Friends of Liberty LLC Development Incentive Goal - Formalize previous Board commitment that new construction at the former Masonite site shall be exempt from payment of the local share of property tax and sales tax (if any) for a period of ten years from the date of construction.

8.                     Oak Woodlands Ordinance Goal - Consistent with previous Board of Supervisors direction develop an oak woodlands ordinance prior to commencement of phase three cannabis cultivation permits on 1/1/20.

9.                     Accessory Dwelling Unit (ADU) Ordinance Amendment Coastal Zone (CZ) Goal - Bring forward ADU ordinance consistent with State law.

10.                     Vacation Rentals By Owners (VRBO) for inland and Coastal Zone (CZ) - Bring forward ordinance amendment for inland and CZ areas.
