Summary of Request:
Often during the winter and in the higher recreation areas in the mountains of Mendocino County we receive significant snow fall. Residents visit the recreation areas and sometimes become stuck in the snow on roadways and off road trails. Search and rescue can be called out as well as deputies to conduct searches and rescues of residents. Mendocino County has many areas that are located in the wilderness at higher altitudes, not easily accessed and can lack communication capabilities. It is critical for rescuers to have proper rescue equipment in these occasions both for staff safety and the safety of the public in need of a rescue. We must be diligent and careful to not create a worse situation by sending staff into a rescue with inadequate equipment. The purchase of a 1987 Tucker search and rescue snow tractor would assure a more timely response for rescue operations in our rural county. The search and rescue snow tractor will also assure that microwave repeater towers located in remote higher elevations are accessible in snowy conditions for necessary maintenance and emergency repairs by MCSO staff. The funding for the purchase of the vehicle would come from the Asset Forfeiture Fund and the total includes the trailer, sales tax, California Department of Vehicles (DMV) transfer and registration fees.
Alternative Action/Motion:
Return to staff for alternative handling.
