Approve Second Amendment to Grant Agreement No. 17-94644 with California Department of Health Care Services in the amount of $422,708.05 for a new total of $546,503.04 to provide Crisis Counseling and related services effective when Agreement becomes fully executed through January 31, 2019; adopt Resolution authorizing the Behavioral Health and Recovery Services Director to sign said Amendment; authorize the Behavioral Health and Recovery Services Director or designee to sign any amendments to the agreement that do not increase the total maximum amount; and authorize Chair to sign same.

Summary of Request:
On October 10th 2017, a Presidential Disaster Declaration was issued in response to the Redwood Complex Fire. After the declaration, the California Department of Health Care Services (DHCS) submitted an application on behalf of Mendocino County to the Federal Emergency Management Agency (FEMA) for funds to be used to provide Crisis Counseling and related services. California successfully applied for funding through the Federal Crisis Counseling Assistance and Training Program to be utilized within 60 days of the Declaration. To receive funding, Mendocino County subcontracted crisis counseling, outreach, data collection and trainings through Redwood Community Services and FIRST 5 Mendocino during the period of October 12, 2017 through December 9, 2017. On December 12, 2017, Mendocino County Behavioral Health and Recovery Services (BHRS) received the grant Agreement from DHCS for processing.
Since receiving the grant from DHCS, a first Amendment was executed, extending the dates for services through January 31, 2019. Recently, DHCS submitted to Mendocino County this second Amendment to increase funds available by $422,708.05 for a new total contract amount of $546,503.04 for continued Crisis Counseling Services.
