Summary of Request

The State of California authorizes each county to develop an Emergency Medical Services (EMS) program and to designate a Local Emergency Medical Services Agency (LEMSA) to oversee delivery of EMS within its geographical area. As documented in California Code, Base Hospitals must be designated by the LEMSA in order to provide medical control, direction, and supervision for personnel delivering emergency medical services.

 

Mendocino County’s LEMSA has designated Adventist Health Howard Memorial, Mendocino Coast District Hospital, and Adventist Health Ukiah Valley as Base Hospitals for EMS providers in the different service areas throughout the County. The proposed amendment with Adventist Health Howard Memorial meets the requirements for California Health & Safety Code, Division 2.5, Article I, § 1798.100-105, as described in the link below. The contracted amount is payable to the LEMSA to monitor medical control for adequacy of services and medical quality improvement, and accreditation and certification of personnel for participation in the EMS system. The LEMSA also establishes the criteria for operational policies and medical protocols in conformance with Federal, State and local laws and regulations.

 

Three new Agreements to start July 1, 2018, were sent to the Hospitals for final approval and signature on May 31, 2018, after the County’s internal review process. At that time the Hospitals requested modifications. Since then, County Counsel, the LEMSA, the Hospitals, and the Health and Human Services Agency have been working to redraft the Agreements. The proposed amendment allows designation of a Base Hospital in the Willits area in fiscal year 2018-19 while a new agreement to start July 1, 2019, is further developed.

 

The Board of Supervisors approved Adventist Health Ukiah Valley’s amendment on December 18, 2018. Mendocino Coast District Hospital is still reviewing the amendment to its Agreement; this amendment will be presented for Board approval at a future date.
